Now available: The Macedonian Framework Peace Accord

The Macedonian Framework Peace Accord has been made publicly available on the internet-site of the Berlin Information-center for Transatlantic Security (BITS) [www.bits.de/frames/newd.htm]. The agreement was signed on Monday August 13 by representatives from all major Macedonian and Albanian parties in the Former Yugoslav Republic of Macedonia. It guarantees Macedonia’s Albanian citizens stronger minority rights, reaffirms the territorial integrity of Macedonia and provides a framework for the cessation of hostilities. It also commits to the disarmament of rebell Albanian UCK-fighters operating in Macedonia.

"Having this framework agreement in the public domain helps to judge whether it is justifyable to deploy troops from NATO countries in Macedonia to disarm Albanian rebell fighters", says Otfried Nassauer, the Director of BITS. "The agreement could be used as a blueprint for solving other minority problems in the Balkans, such as those of the Serb minority in Kosovo or the Albanian minority in Southern Serbia."
